CITY OF BRAIDWOOD
GOVERNMENT
The City of Braidwood operates under a modified commission
form of government. The City Council consists of five members, the Chair
of which is the Mayor. The Mayor also serves as Commissioner of Public
Affairs. Other members include the Commissioner of Finance and Accounts,
the Commissioner of Public Health and Safety, the Commissioner of Streets
and Alleys, and the Commissioner of Public Buildings and Property.
All
members are elected at large for concurrent four-year terms. Elections
are held on the second Tuesday of April, 1999, and every fourth subsequent
year. Primary elections, if required, are held two months prior to the
general election.
City Council meetings are held on the
second and fourth Tuesdays of each month, beginning at 7:00 p.m., and are
currently held in the City Council room of the municipal building.
Agendas are posted on the front door of city hall forty eight hours prior
to the meeting. Public comment is available at each regularly scheduled
meeting; those wishing to make public comment are required to notify the
City Clerk by 4:00 p.m. on the Friday prior to the meeting, giving their
names and subject matter of comment. Public comments are limited to ten
minutes.
The Mayor is the Chief Executive and
Administrative Official of the City.
The Mayor, being Commissioner of Public Affairs, shall appoint,
with the advice and consent of the City Council, the City Clerk, the City
Attorney, the City Administrator, The City Engineer, the Chief of Police,
members of Board of Police & Fire Commissioners, Zoning Board of Appeals and
the Planning Commission. The Mayor is also the Local Liquor Control
Commissioner.
The Finance and Accounts Commissioner is
the Vice-Chair of the City Council, and chairs the Council in the absence
of the Mayor. The Finance and Accounts Commissioner supervises the
offices of the Comptroller, City
Treasurer, and City Clerk, and appoints those officials, subject to the
advice and consent of the City Council. The Finance and Accounts
Commissioner is the Budget Officer of the City.
The Commissioner of
Public Health and Safety is responsible for preservation of the health
and safety of the City. He enforces the rules and regulations of the
state board of health regarding contagious disease and enforces all
nuisance ordinances pertaining to health and safety.
The
Commissioner of Streets and Alleys supervises all street repairs. He also
shares in the supervision of the Director of Public Works. In addition,
he is responsible for maintenance of drainage ways in the City, and in the
maintenance of rights-of-way.
The Commissioner of
Public Buildings and Property supervises the maintenance of all
city-owned property and buildings. He shares in the supervision of the
Director of Public Works. The functions of water and sewer treatment,
sewer collection and water distribution are under this commissioner.
The
City Clerk attends city council meetings and keeps a record of the
proceedings of the council, maintains all public records and documents,
maintains a book of ordinances approved by the council, prepares
commissions, licenses and permits, and supervises a staff of clerks
required to conduct the City's business. The Deputy City Clerk serves in
the absence of the City Clerk. The City Attorney is the legal adviser of
the City, and as such, provides oral and written opinions on any subject
requested of him. The Attorney is responsible for drawing up ordinances,
contracts, agreements, leases, and other documents as required for the conduct
of city business. He is also the City Prosecutor of City Ordinances, and
the investigator of cases involving the city.
The
Comptroller supervises the process of revenue collection and expense
disbursement. The Comptroller maintains the accounting system of the
city, subject to annual independent audit. Also this official maintains a
record of debts of the city, the implementation of contracts, and assists
the Budget Officer in the performance of that official's duties. This
position runs concurrent with the Commissioner of Finance and Accounts.
The
Director of Public Works supervises the maintenance of streets, alleys,
and drainage ways, the operations of the water and sewer treatment
plants, the water distribution system and the sewer collection lines.
