All members are elected at large for concurrent four-year terms. Elections are held on the second Tuesday of April, 1999, and every fourth subsequent year. Primary elections, if required, are held two months prior to the general election.

City Council meetings are held on the second and fourth Tuesdays of each month, beginning at 7:00 p.m., and are currently held in the City Council room of the municipal building. Agendas are posted on the front door of city hall forty eight hours prior to the meeting. Public comment is available at each regularly scheduled meeting; those wishing to make public comment are required to notify the City Clerk by 4:00 p.m. on the Friday prior to the meeting, giving their names and subject matter of comment.
